Penalties from ordinance violations are a form of revenue for the county. If the county refuses to penalize violators, they are refusing to collect revenue owed to them by law. When this happens they have few other sources of income other than the local tax payer. Which means you, the taxpayer, end up footing the bill for their refusal to enforce the law.
