So, they haven't stopped, and it is safe to assume they still don't have -any permits. What needs to be determined is if this is how zoning treats -everyone in the county or is it just our instance? ReXXXXless, since you -can't unpour concrete, the damage is done, and Anita is responsible.

This does appear like mass incompetence or spiteful negligence.
