We have all the details downloaded directly from the FCC site, and yes there was a period of at least two weeks in december of that year when the county was operating a radio station without property licensing. Fortunately, the county was not penalized for this violation, and an extension was filed in order to request more time to submit a proper application for renewal. Would anyone like to guess who was in charge of making sure the license was renewed?
